The $10,154 Question Begs for Answers

Cecilia M. Vega, San Francisco Chronicle writes:

Ruby Rippey-Tourk appears to be the only city employee ever granted catastrophic-illness pay for treatment of alcohol addiction, a decision approved by the head of the Public Health Department, the report, issued by City Attorney Dennis Herrera, showed.

City attorney's investigators interviewed at least six officials during a nearly two-month inquiry, including the mayor's current and former chiefs of staff. They did not interview Rippey-Tourk, who refused to waive her confidentiality right so investigators could discuss her treatment for substance abuse in the report, or her husband [Alex Rippey-Tourk], who refused to cooperate. Investigators also did not interview [Gavin] Newsom.

The investigation also found that while Rippey-Tourk worked in Newsom's office, several of her time sheets were signed by her husband, Alex Tourk, then the mayor's deputy chief of staff, who later became his campaign manager. Other time sheets had no approval signature, and some were signed by Rippey-Tourk herself.

No city laws or policies were broken, however, because the mayor's office did not have a policy on time sheets, the report said. But "because Mr. Tourk approved his wife's time sheets, this practice was inappropriate and at least created the appearance of impropriety," it concluded.

The main findings of San Francisco City Attorney Dennis Herrera's report:
  • No city law or policy was violated when Ruby Rippey-Tourk, former appointments secretary for Mayor Gavin Newsom, was granted $10,154 in catastrophic-illness pay to be treated for substance abuse. Rippey-Tourk, however, appears to be the only city employee ever to receive such pay to be treated for substance abuse.

  • She is the only city employee ever to receive such payments after announcing her intention to quit.

  • Some of Rippey-Tourk's time sheets were approved by Rippey-Tourk herself and others by her husband, then Mayor Gavin Newsom's deputy chief of staff, but no law was broken because there was no policy governing who could sign time sheets.

  • Rippey-Tourk's subsequent employment at a magazine did not conflict with her receiving catastrophic-illness pay from the city.

City Supervisor Quotes:

"Anyone concerned about their tax dollars being used as hush money for Newsom's paramour should be outraged."

~ Supervisor Chris Daly

"The report is not as complete as I would have liked. The mayor was not interviewed in the report and neither were the Tourks. It raises as many questions as it answers."

~ Board President Aaron Peskin as reported by KRON 4's Tamar Sarkissian

Blog Quotes:

“Was this preferential treatment for a woman who had a sexual relationship with the Mayor? Or was it hush money to keep the Tourk’s quiet?”

~ GavinWatch

“Good for you, Dennis Herrera. Your independent “investigation” of the City’s retroactive payments to Ruby Tourk found no laws broken by Gavin Newsom. Do you think you locked in any key endorsements for your next office with this prize piece of work?”

~ SF Party Party

“The question here is – what standards did the Health Department employ for who qualifies for a catastrophic illness? If there were none, the City could get sued by disqualified applicants for an abuse of discretion.”

The Trouble With Romance

Gavin Newsom's girlfriend, Jennifer Siebel, apologized Monday after making disparaging comments on a local blog about Ruby Rippey-Tourk - Newsom's former commission appointments secretary and the wife of the mayor's longtime political aide, Alex Tourk.

Siebel, the daughter Siebel Software founder and aspiring actress, commented extensively about Newsom's affair on SFist.com, in which she said Ruby Rippey-Tourk is someone with a "checkered history."

Siebel made the comments in reaction to others on the SFist site who criticized her after a story in Sunday's Chronicle about Siebel's new movie and in which she defended Newsom's affair with Rippey-Tourk. In the story, Siebel said of Rippey-Tourk, who worked in Newsom's office at the time of the affair: "The woman is the culprit."Just a few hours after she posted the comments online Monday, Siebel, issued an apology through her friend, Lori Puccinelli Stern, a San Francisco public relations executive and close Newsom friend, who confirmed that the Internet post was written by Siebel.

"I am deeply sorry that I have made some public statements in the past few days that have hurt Alex and Ruby Tourk and everyone else involved in this issue. This is a very painful situation for everyone involved and in my case it lead (sic) to an expression of frustration that I profoundly regret."- Jennifer Siebel said in the statement, which was sent to The Chronicle.
On the Web site, Siebel blamed Rippey-Tourk for the affair adding, "I have tried to see Ruby's side of the story but unfortunately everyone near to her has stories and says she is bad news."Paraphrased from Newsome's Girlfriend Apologizes for Remarks She Commented Online About S.F. I Love Your Wife

Entertaining - Yes. Productive - No.

Basically, I like boozing, schmoozing losers winning (and womanizing) as much as the next guy. But, when I’m not watching nighttime dramas, I’m busy watching my city’s homelessness and violence grow – two issues that Gavin campaigned upon and have steadily worsened since his ascendance. I’m indifferent to Gavin’s ‘poor personal decisions.’ Rather, I’m concerned how his ‘poor decisions period’ affects us all. This is why I am moved to post. I’m not political and don’t claim to have any answers. I only know I don’t want to see Gavin win another election.

San Francisco Mayor Gavin Newsom's new squeeze, Brittanie Mountz, just turned 20 last month -- and that raises a couple of questions about the couple's nights on the to win.

At the time, Mountz had a MySpace page that said she was 19. It now says she's 26. But according to the Sonoma County registrar of voters, the Rohnert Park resident turned 20 on Sept. 17 -- three weeks and two days before Newsom turned 39.

Gavin and His Guys

Gavin Newsom's womanizing is well documented, but he's not doing any better with men in his life. Gavin Newsom's run in with Alex Tourk who resigned this month as his Campaign Manager marks his second very public break with a very close male friend.

The then San Francisco Supervisor, Gavin Newsom split-up with his society pal, Billy Getty, heir to the Getty oil fortune. Things went south after Billy's new wife, Vanessa, started questioning some of Billy and Gavin's joint financial dealings. And, the fact that the younger Getty once dated Newsom's (then) girlfriend, Kimberly Guilfoyle (now) Newsom's ex-wife.

Kimberly just moved here from Los Angeles to take a job as a deputy in the San Francisco district attorney's office.
Apparently, Vanessa and cohorts inside the D.A.'s office tried to sabotage the hiring.

The Peter Principle

By Steven T. Jones, The San Francisco Bay Gardian

How has Mayor Gavin Newsom reacted to his press secretary being exposed as a liar who then accuses Newsom of being a liar? By promoting him to the newly created "director of communications and planning." Amazing. Simply amazing.
